When i open windows update and check the history, i do not see any of the packages i have in MDT installed, even know this was placed in the pre-install. I just find it hard to believe that you can upgrade to 1511 and not be able to upgrade to 1607. It's very possible that you are not able to upgrade to the Anniversary addition. That's the only way I know what to suggest next. I need to know every thing you tried and what the out come was. These 3 work comments "It's still hung" is killing me.
